Como hago para asignar derechos de usuario manualmente en Windows Vista Home Premium?
No es tán fácil por que el editor de políticas de seguridad no está presente en Windows Vista Home Premium... esto solo está para business/enterprise/ultimate...
En varios sitios se encuentra la forma de hacer pero solo si tengo el editor de políticas de seguridad "secpol.msc", algo así como:

This topic describes how to manually set the user rights for each policy.
Alternatively, you can manually set user rights prior to performing the installation. Perform the following steps to manually set user rights:
- Click Start —> Settings —> Control Panel.
- Double-click Administrative Tools.
- Double-click Local Security Policy, and the Local Security Settings window opens.
- Click Local Policies to expand it.
- Double-click User Rights Assignment to see the policies in effect on your user ID. For each of these policies, perform the following steps:
- Act as part of the operating system
- Create a token object
- Increase quotas
- Replace a process level token
- Debug programs
- Highlight the policy to be checked.
- Double-click the policy and look for the user ID in the "Assigned To" column of the Local Security Policy Setting window to verify the policy setting. Ensure that the Local Policy Setting and the Effective Policy Setting are checked.
- If the user ID does not appear in the list for the policy, you must associate the policy with the user ID. Perform the following steps to add the user ID to the accepted names on the policy list:
- Click Add on the Local Security Policy Setting window. The Select Users or Groups window opens.
- Highlight the user of group under the Name column.
- Click Add to put the name in the lower window.
- Click OK to add the policy to the user or group.
Entonces como diablos hago para hacer esto mismo pero en Windows Vista Home Premium?
Más aún como hago para asignar políticas como:
- Act as part of the operating system
- Increase quotas
- Replace a process level token
A un programa en particular como runproc.exe que distribuye IBM con bases de datos como Informix...?
Hay alguna línea de comandos para hacer esto?
